Builds the Effect Schema used to normalize matcher query input.

## Why

Repeated scalar values and literal constraints fail before handler selection.

## Ownership and lifetime

`getQueryInputSchema` constructs and returns immutable Effect Schema values immediately. Any services are required later by the Effect that executes those Schemas.
