Alias of `skipWhileEffect` for Effect parity (`dropWhileEffect` naming).

## Why

`dropWhileEffect` provides Effect Stream naming for Effectful prefix dropping.

This alias retains `skipWhileEffect`'s failure, service, state, and interruption semantics.
