Append an iterable of values to the current state of a RefArray.

## Why

Expresses append all as one ordered array transition; readers never observe the intermediate
collection used to build the result.

## Ownership and lifetime

Running append all performs one serialized array transition and resolves with its committed
value. It acquires no resource; failures and services remain those of the source ref.
