## Why

Defines hash map state with the same current-read, pushed-update, and synchronized-write
contract as RefSubject.

## Ownership and lifetime

RefHashMap is a contract and performs no acquisition. Implementations retain the errors,
services, interruption, and Scope requirements expressed by its members.
