Normalizes one dependency or a dependency array to a single Effect Layer.

## Why

Advanced builders can use the same Context-to-Layer conversion and merge policy as Matcher.

## Ownership and lifetime

The function performs synchronous normalization and acquires no services. Returned Layers acquire only when a Matcher is run inside a Scope.
