Keeps replace all atomic with respect to competing RefSubject writes instead of splitting the read and replacement into separate effects.
Ownership and lifetime
The replace all view retains no independent state. An Effect read samples the source once; Fx observation follows later pushes and its observing Scope owns subscription cleanup.
